성  명  서

 

국제 카리타스 네트워크 회원국들은 북한의 현재 상황에 대한 이해와 진행 중인 국제 카리타스 대북지원사업의 추진 방법 등을 심도 있게 논의하고자 중국 북경에서  만났다. 본 회의 참가자들은 북한의 인도주의적 위기 상황과 동북아 지역에서의 분쟁 상황이 지속되고 있음을 우려하며 다음과 같은 성명서를 발표하고자 한다. 

 

1. 한반도의 평화는 유지되어야 한다. 

북한 정부는 국제사회를 자극하고, 주변 국가를 위협하는 행동을 보여 왔다. 이와 같은 북한의 행동은 무력 개입이 갈등의 문제를 해결하려는 방안으로 고려되는 상황을 초래하고 있다.

그리스도인 정신에 입각하여 카리타스는 분쟁의 평화적인 해결책을 촉구한다. 카리타스는 인류의 비극을 초래하는 어떠한 무력 개입도 반대한다. 북한 주민들의 삶을 개선하는 실질적인 결과를 이끌어낼 수 있는 진지한 협상만이 분쟁의 해결책을 찾고 새로운 발전 전망을 제시하는 가장 적합한 방법임을 다시 강조하고자 한다.  

 

2. 동북아 지역에서의 비핵화를 촉구한다.

북한 정부는 핵실험을 진행하였고, 핵 파괴 실험을 지속적으로 개발하려고 한다. 

카리타스(Caritas)란 생명과 자연의 존중을 의미한다. 동북아 지역에서의 비핵화는 평화적인 개발과 발전으로 나아가는 중요한 과정이다. 경제 위기의 시대에 빈곤의 극복을 위해서는 대량 살상 무기와 핵무기 개발에 대한 투자가 철회되어야만 한다. 

3. 북한 주민들에 대한 인도주의 지원 사업은 계속되어야 한다. 

북한 주민들 대다수는 기본적 욕구를 충족하지 못하는 불확실한 상황에 처해있다. 특히 보건과 교육 분야에서의 기본 시설들은 절대 부족한 상황이며 노인과 어린이, 임산부들이 가장 취약한 계층이다. 

여러 해 동안, 카리타스는 도움을 필요로 하는 북한 주민들을 직접 만나 이들에게 필요한 도움을 주고자 노력해 왔다. 국제 카리타스 대북지원사업은 앞으로도 여러 협력단체들, 현지의 협조자들과 함께 효율적인 방법을 통하여 북한 주민들에 대한 지원을 지속해 갈 것이다. 이미 지원한 원조의 사후점검을 위해 수혜자들에 대한 대면 접촉은 필수적이다. 북한에 대한 카리타스의 인도주의적 지원사업은 북한의 사회 개발을 위해 힘쓰는 여러 민간단체들, 그리고 북한 내 협력자들과의 신뢰와 협력 안에서 이루어지는 장기적인 사업임을 고려하여 인내심을 갖고 꾸준히 진행하고자 한다. 

4. 대북지원사업을 위해 국내외 단체들과의 협력과 연대를 강화해야 한다.   

국제 카리타스 네트워크는 국제 카리타스 대북지원사업의 실무 집행과 조정 역할을 담당하고 있는 한국 카리타스의 사업을 적극 지원하고자 한다. 국제 카리타스 대북지원 실무기구의 중요한 역할 중의 하나는 국내외 민간단체들과 가톨릭 교회의 조직들이 북한 주민들에게 관심을 갖고 인도주의 지원에 동참하도록 독려하는 것이다.

Statement

Members of the international Caritas network met to discuss the present situation of North Korea and the ongoing aid program of the network. In view of the prevailing conflict on the regional level and the constant humanitarian crisis in North Korea the participants of the meeting have formulated the following statement.

1. Peace on the peninsular

The North Korean Government has shown actions and issued propaganda which threaten neighbors and provoke the international community. This leads to an escalation of the situation where armed interventions are considered to be options for solving conflicts.

Caritas advocates a peaceful solution of conflicts in a Christian spirit. It rejects any armed intervention which might cause further human tragedies. Sincere negotiations with practical outcomes for improving the living situation of North Korean people are the most appropriate way to find solutions and open new perspectives for development.

2. Denuclearization in the region

The North Korea Government has conducted nuclear tests and is determined to continue with the development of its nuclear destructive potential.

Caritas stands for the respect of live and nature. Nuclear disarmament in the whole region is redirecting the way towards a peaceful development. In times of economic crisis the deinvestment in the development of nuclear arms and other mass destructive weapons is very much needed to overcome poverty.

3. Humanitarian aid for North Korean people in need

A majority of the North Korean population is living in a constant precarious state as regards meeting their basic needs. In many areas, especially in the social sectors of health and education, the infrastructure is in a poor state. Elderly people, children and pregnant women are among the most affected vulnerable groups. 

Since several years Caritas is trying to reach out with its assistance to North Korean people in need. It will continue to mobilize support and implement together with its partners and counterparts effective measures. In order to follow up the aid given, access to the beneficiaries is needed. Caritas sees humanitarian aid as a part of a long-term engagement in the cooperation with local organizations and partners in the social development in North Korea.

4. Unifying efforts

The international Caritas network is supporting its member Caritas Korea in coordinating the aid activities. One of its important roles is to invite other organizations and church initiatives in joining efforts to assist North Korean people.
